The OECD and UCLG convened several meetings with WOFI’s technical and financial partners throughout 2025 and 2026.

In 2025 and 2026, we collaborated with graduate students from Audencia Business School and New York University's Center on International Cooperation, using WOFI as a pedagogical tool and launching the preparation of the 4th Edition

The forthcoming Edition of WOFI was spotlighted during the Global Roundtable on the Future of Decentralization and Multilevel Governance in a Rapidly Changing Context, held in New York in February 2026. The roundtable was convened by the Local Public Sector Alliance (LPSA), the Forum of Federations, NYU Wagner and the Centre on International Cooperation, in collaboration with the OECD, UCLG, UNDP, the World Bank, and other international partners.

The OECD/UCLG World Observatory on Subnational Government Finance and Investment (WOFI) is the world’s leading source of internationally comparable data and analysis on multi-level governance and subnational finance frameworks, covering 135 countries, accounting for approximately 94% of the world population and global GDP.

What's New

The 4th Edition will be launched in December 2026

10 years after the launch of the initiative, and following three previous editions in 2016, 2019 and 2022, the 4th edition of the WOFI will be released in December 2026.

Since 2025, the OECD and UCLG have been engaging with WOFI partners to enhance both the data and the qualitative content of the Observatory. New features will include expanded country coverage, a section dedicated to the role of subnational governments in financing climate action, a glance at fiscal decentralisation trends over the last decade, more detailed revenue data for a better assessment of subnational fiscal autonomy and capacity, data tracking official development assistance (ODA) flows to subnational government, and more…

Meetings of the Partner Board and Scientific Committee will guide the preparation of the 4th Edition throughout 2026.

Third Edition of the WOFI

2022 Global Edition

The Third WOFI Edition, published in 2022, provides internationally comparable data and analysis for 135 countries, offering insights into ways to strengthen the resilience of subnational public finance.

It provides reliable and comparable information on multi-level governance frameworks, decentralisation and territorial reforms, subnational government responsibilities, fiscal decentralisation, and covers dozens of indicators on subnational expenditure, investment, revenue and debt. This Edition also features a specific focus on the impact of the COVID-19 pandemic on subnational governments, the territorial dimension of recovery plans, and a special chapter dedicated to 31 Least Developed Countries.

Sevilla Platform for Action

The Observatory regularly convenes a Steering Committee, comprising a broad group of national and subnational governments, international organisations, development banks, think tanks and academia. Members are invited to share their views and guide WOFI's work and outreach within each edition.

Since 2025, WOFI has established a Scientific Committee, bringing together academics specialised in multilevel governance and subnational finance across different regions of the world, to provide guidance on methodological issues.
