The OECD/UCLG World Observatory on Subnational Government Finance and Investment (SNG-WOFI) initiative is the world's leading source of internationally comparable data and analysis on multi-level governance and subnational finance frameworks. The 2022 edition includes data from 135 countries, covering almost 90% of the world surface area, 93% of the world population and 94% of global GDP.

Launch of the Third Edition of the World Observatory on Subnational Government Finance and Investment

The Third Edition of the World Observatory on Subnational Government Finance and Investment (SNG-WOFI) was launched on 24 October at a conference held both at the OECD headquarters and online. The conference gathered over 150 participants onsite, including the project co-founders and partners, international organisations and representatives from all levels of government, and around 150 participants online. The conference included presentations and roundtable discussions on the key findings of the SNG-WOFI. More information about the conference are available here.

What does the Third Edition offer? 

  • A database covering 135 countries: this is the largest global database with standardised, reliable and transparent data on subnational government structure, finance and investment. The database also comes with a user-friendly visualisation tool to compare countries.
  • 133 country profiles from all world regions: the country profiles comprise quantitative and qualitative information on a country's territorial organisation, regional and local amalgamations, inter-municipal cooperation, decentralisation reforms and fiscal frameworks. Data and information on the impact of the pandemic on subnational finance are also included in each country profile.
  • A key findings report: the 2022 Synthesis Report puts into perspective the common trends and challenges in multi-level governance and subnational public finances from all data gathered in this third edition.

Synthesis Report and Highlights

SNG-WOFI Third Edition 2022

The 2022 Synthesis Report presents internationally comparable data and analysis for 135 countries and provides insights into ways to strengthen the resilience of subnational public finance. It provides reliable and comparable information on multi-level governance frameworks, decentralisation and territorial reforms, subnational government responsibilities, fiscal decentralisation, and covers dozens of indicators on subnational expenditure, investment, revenue and debt.

It also offers a specific focus on the impact of the pandemic on subnational governments, the territorial dimension of recovery plans, property taxation systems, innovative subnational budgeting practices, subnational public-private partnerships, and a special chapter dedicated to 31 Least Developed Countries.
